PHOENIX — Administrators are sifting through 80 qualifying bids to supply 14 Department of Navy installations in California with bundles of up to 150 megawatts of electricity and related renewable-energy generating facilities, a spokeswoman for the Department of Energy’s Western Area Power Administration said by email Friday.
